So, I don't understand your comments about FIFA. It has sold horribly for years now. Japanese gamers get Winning Eleven. It's showed up recently because it's bundled with PS4.

Winning Eleven is published by Konami, a Japanese publisher.

FIFA is published by EA, a western publisher.

FIFA has every major soccer league in the world, except for J-league. So Winning Eleven is the only game where Japanese gamers can play with Japanese teams.
