This poor little fella undoubtedly had anecephalae. It's like spina bifida but the spinal cord fails to close at the top rather than the bottom with subsequent failure of the brain to develop. Most die very young.

Wow, if you think this is bad, look up Harlequin type ichtyosis on youtube. It makes my stomach turn to look at things like that...
