Everybody cares that the XB1 is supposedly "holding the PS4 back", but NOBODY cared when the PS2 held other consoles back...

Exactly yes. Believe it or not but the GPU actually needs the CPU to feed it stuff to render. So if the CPU is maxed out, the GPU will be behind in its work load resulting in a maxed out CPU and a GPU only at half capacity waiting for the CPU to finish.

Meaning if your CPU is fully maxed out, all the shaders in the world will not create more frames on the screen. In the future stuff like this should and probably will be circumvented by GPGPU meaning that the GPU will take off some load of the CPU for tasks that the GPU can do a lot quicker and more efficiently.

I wonder how long it will take for us to see GPGPU be utilized in this context. Very few consoles games are built around the CPU (likely why both MS and Sony opted for GPU > CPU set ups), so it would require specific developers like Ubisoft to bother.

The article only spoke of how the CPU bottle necked the frames per second. Unless you have a higher understanding, that is not a conclusive answer to why both games are locked at 900p. The quote however does give that conclusive answer (we're just not sure who was holding who back)

The game won't be less fun because of a lower resolution.

More is better of course, but not a deal breaker.

Thats why so many multis run at higher rez and frame rate on PS4 ?  The issue is not consoles but X1 as most multis run better on PS4 proving the hardware is more capable.  By the fact of more powerfull easier to program for hardware, PS4 version should be running in a superior manner unless specifically held back by the devs.  

The issue is they clearly willingly held back the PS4 version.  Why does not even matter.

GC and Xbox owners probably did care whenever a scenario similar to this one happened. However since the majority were PS owners you didn't hear that many complaints. Also, the internet wasn't big back then so how would you know.
