Now the real problem is not the esram, because XB1 tools are better and developers can easily do some (costly) memory tiling if necessary , it's more the 40% GPU power difference between both consoles that could never be changed.
If you cap the game at 30fps it may not be a problem like Destiny (who knows at what fps runs the game on PS4 VS on XB1?, it may even run at a ~60fps on PS4 like Warframe/Tomb Raider DE)
But on a uncapped 60fps game, you can easily see the framerates difference if both games are visually identical. So as the visuals we have seen from CODAW looks very next gen contrary to Destiny (which is a X360 game upresed at 1080p basically on PS4/XB1), and CODAW at 886p already had ~30fps drops, they'll have to make some resolution cut.
But it may not be some 900p, but they may use some exotic resolution like: 1400x1080 on XB1 (you heard it first) versus native 1920x1080 on PS4, remember old CODs that were running at 880x720?
