Well, to be honest that's mostly because monitors don't have good scaling chips. Graphics cards usually do the scaling and in case of the consoles the X1 obviously scales the picture it renders at 720p or 900p to 1080p before sending it to the screen.
Ofcourse even with good scaling a native 720p picture will still look a bit more blurry and detail in the background isn't that clear, it is noticeable.
