I would very much question that.

You could question that, but then again - sales are the indication of people wanting something...and its a gaming console right? 10 million have already purchased a PS4. Just because you dont find anything of interest on there doesnt mean there is nothing of interest to play on there. OK I will say that it is missing some big blockbuster new games - it could do with a Skyrim or a Fallout... but on the whole the library isnt too bad.
It's biggest problem (and its only a problem for some people) is that it doesnt have many games that are only running on PS4 and not PS3 as well. But that will happen through-out 2015 as companies try to get value out of both user bases, but as people move across it will become increasingly clear that last gen will no longer make much money, so they will drop it.
The end of this year is looking pretty good for PS4, AC Unity, Shadows of Mordor, Farcry 4, Driveclub, LBP, Destiny, Alien Isolation, Evil Within, COD, PES, FIFA, Dragon Age, Project Cars.... and thats just the bigger games, there are other AA games that would tickle someone's gaming side.
If there is nothing in that collection of games that is interesting, then I dont know what to say :) - perhaps buying/playing consoles early in their life isnt for you.
I also think some people moan about no games but are certainly the exception to the rule, the console attach rate right now is 3 games per console, there are definately more than 3 games to buy on the PS4 (I think i am upto 20 now with Diablo 3, Metro and Minecraft over the last few weeks).
