Does the PS4 has the best library, is it why it's selling better?

not at all. Its selling on hype alone.

In Germany there is also constant deals for weeks now.
PS4 for 299
Ps4 for 265 (this is were i gave in)
PS4 for 399 with Desitny etc. 
You have  a bigger problem finding it for 399 without games than finding it with a good deal.
