Cloud storage is extremely popular among companies these days, and the companies that offer this service are extremely trustworthy. I don't see why MS, Sony or Nintendo will take your stuff away without any big reason, so I don't think this will be a problem at all.
In any case, I think the approach will be something like Netflix, pay a set amount a month and get access to as many games as you want, and not pay for indivual games.

As long as it's pay as you go, you don't lose anything if the service goes away because you on;ly paid for what you used. I don't really care about owning games, I just want to get value for money. If I need to own games to get value for mponey then I mostly want that as a hard copy product that I can on sell if I wish. But if it conly comes as a pay as you play service I'm fine with that as long as I see value for money in that model.

This service is fine for those who is done with it when they finish the game, but not for those who keep returning to those games when they feel like it. Like me. And a netflix model would be even worse. Shows can and will be pulled down with that kind of service. (Actually, I'm not so sure since I don't use netflix), but its still worrying nevertheless. They can give you shoddy reasons like licensing issues and get away with it.

The environment on PC is entirely different from what many of these "cloud" services entail.
Think of PC gaming much as how people work with ebooks nowadays. You can get all your books (mostly) without having to kill trees to do so but have to deal with DRM that tries to make it so that you never actually "own" your books. This, naturally, has been entirely destroyed by the community around it and now you can strip DRM with all of two clicks of a mouse. So what's happened? Well you download the book, strip it, and then, effectively, own it in its entirety and can put it to physical things like disk or even print it out if you want. You can pretty much do the exact same thing with PC gaming games even if they are DRMed to Steam... it doesn't take a long google search to find out how to make the games entirely self-standing (though you obviously forgoe updates and multiplayer but this is hardly a problem for single-player games or games well past their online lifetimes).
Now if Sony/M$ want to let me download their games to my PC in their entirety, I will gladly do so and strip them of every inch of DRM they may try to cram into it. But I highly doubt they'd do so...
