Cloud storage is extremely popular among companies these days, and the companies that offer this service are extremely trustworthy. I don't see why MS, Sony or Nintendo will take your stuff away without any big reason, so I don't think this will be a problem at all.
In any case, I think the approach will be something like Netflix, pay a set amount a month and get access to as many games as you want, and not pay for indivual games.
