Is that special edition or every MGS4 comes as two disc (main game and online)?
They are both Blu-ray disc.

The picture of the cardboard box holding these discs looks like the MGS4 image at Amazon.com.

"In America, the PS3 unit to be bundled with MGS4 has been confirmed as the current 80 gigabyte model with a Dual Shock 3 controller thrown in. Famitsu referred to the hardware that's set to be bundled with the Japanese version as a "special model," but said that it couldn't reveal the color. Konami will give out the details on March 21, according to the magazine."
