Really? that's insanely cheap, even compared to kickstarter games. o.o
I reckon indie games can be between 100,000 - 1 million (side scroller-type stuff). I think velocity from futurlab didnt cost an arm and a leg to make because it was made with a small number of staff, using their own made engine, which they claimed is cheaper and more efficient than using soemthing like unreal.
why cant some people/developers make a game for free ? do they need to eat or what ?

probably around 15-20 million i think
FW involved 2 studios with numerous staffs to make this game so the budget could be higher
and since EU demands physical copy its also increase cost.

- to pay electric bills lol
- for advertising
- to pay salaries to workers (every professional designers, sound creators, etc require more salary)
- to reserve some money for future projects (more income, more interesting future projects)
- and ofc for eating or whatever they need to do ;)
honestly there's a lot more, but thats all i could think of

i've read the interview with the director somewhere on gaming site
1 studio were making character design, storyline, etc while the other studio were making animation and gameplay design like combat style, level, etc
and all of those development is lead by Japan Studio so count them as 3
