As far as I know Nintendo now owns Fatal Frame franchise, so it will be first/second party exclusive.

Actually Tecmo Koei is still the sole owner of the franchise its just . Nintendo co-owns the rights to Fatal Frame 4, Spirit Camera, and all the future entries in the series

To me, that sounds like owning the IP.

Maybe it just means that they still hold the rights to all the old games and Nintendo does it?

Anyway I hope this game comes to the US, I am not a big fan of these games but I know it will attract more people to the system.

Well, the way I read it it means that the games from 1 to 3 are owned by Tecmo Koei but 4, Spirit Camera and all the future games (on Nintendo consoles or not) are/will be owned by Nintendo.

But of course, I'm basing that on what Devil_Survivor posted which I don't know how acurate it.

Yes, they don't own the rights to the first three games at all. They don't own the IP itself that is Tecmo Koei.
