Graphics-wise, I don't thinkt he cloud is ever going to enable the X1 to top PS4. That doesn't mean it won't have advantages, just not in looks.
For instance, Intelligent AI in large scale battles is something consoles struggle to do, but the cloud makes it possible. Both systems can technically do it, but MS has really given developers the resources/push to take advantage. I think as the generation goes on, PS4 will always maintain the graphical edge (I think overall, it won't be that huge in the long run - it's not like the best PS3 titles blew away the best 360 titles, they edged them out) I think if developers take advantage of the cloud however, you have access to scale consoles can only dream of, on their own.
