I'd probably say either incarnation of Wind Waker, followed by Twilight Princess.It kinda depends on what faults you are willing to put up with.
Wind Waker has an excellent light-hearted atmosphere. Even after admitting it has a bunch of faults like sailing takes forever, it's impossible for me to play this game without a big, dumb grin on my face. The cel-shading style works astonishingly well and Link is more expressive than ever.
Twilight Princess is a solid action game. Again, it has faults. The script is somewhat weak and derivative of Ocarina, the new horseback combat and hidden skills are criminally underused, and the dungeons toward the end are too simple. Still, the laundry list makes it sound a lot worse than it is: the core gameplay more than makes up for it's faults.
Oh, yeah, Ocarina is totally overrated. It's a great game, to be sure, but no game could ever live up to that reputation. If it's graphics and gameplay have aged well, the script has aged equally poorly, and having two major installments use that script's sparknotes doesn't help things, either. If you're into games as an art form, Ocarina is worth playing to get to Majora's Mask.
