I dont believe league matches should have penalties because
a) it is not a knockout round so there is no need to determine a winner
b) the league gets very interesting with draws as only 1 point is awarded. You get into it situations where 1 or 2 points are the difference between a championship or not, relegation or not, CL spot or not where a win is a must.
I agree with your view on extra time.

Of course Sunderland drew intentionally! I mean, they probably would've liked a win, but I'm sure they were content with tying a strong Man United. And City was even happier that Sunderland managed a draw. And at bolded: not a single game decides the league table after a matchday, 19 do (in England at least). This isn't like poker at all. All teams know what results lead to what standings. Once again, you're not on the same team just because you benefit from another's actions. There has to be actual teamwork involved. There is none in a penalty shootout.
The other remarks weren't directed at you if you agree with me. I just saw some other people saying stuff like that in this thread.
