Better players will win more often than not in Mario Kart. Compare that to other kart racers, games or non kart racers that have weapons, games like Chocobo Racing, Crash Bandicoot, or Wipeout, where you're not penalized the higher the place you're in, and getting a lucky item will barely matter in the long run as the best player will win almost every time. Compare that the games that don't even have weapons, giving even less of a chance for the best player to lose.

I disagree. It might be true to say that best player didn't always win but that's as far I'd go. When I played MK Wii a lot online, I expected to win every match, and I usually did. This was regardless of what was thrown at me and the level of the competition because I rarely came across players that were as good as me.
This couldn't happen if the game was more about luck than skill. It was due to me knowing the tracks better than most, being quicker to the first corner, the first item boxes, driving the best line, being able to make those risky short cuts every time and using the items I did get to disrupt those behind me and minimise the chances of them getting close enough to use the weapons they had on me.
