Tales of the Abyss struggled to run at 15fps and that was a PS2 port. The 3DS Resident Evil game was also far less technically challenging than Resident Evil 4 (small closed in environments and limited enemies) there was nothing at all on it which came close to being as demanding as even the Village at the start of RE4. Let alone the fact that RE4 was actually built around GCN architechture and so was never going to shine fully on PS2.
3DS has some better 3D effects thanks to more modern components, but in raw power is on par with PS2 at best. Though I'd be inclined to say it's weaker. Otherwise why didn't Sega port Dreamcast games to it when they were trying to cash in on them?

Ugh, sony, what are you doing, vita needs games, new ones for vita for the west, not remakes.

Maybe they are making a new one for vita and will use the income generated for these towards that.
