It was strongly implied by Kyoufu. In response to someone saying that MS likely has marketing to COD, he made a very tongue-in-cheek reply.

If Sony does indeed have CoD marketing, it will not even be a Megaton, it will be a NUKE. And as an added bonus, we'll be able to see the whole FPS world burn. Hopefully we'll know more about Black Ops 3's marketing deal on the 26th.

We'll see if this is true because MS had COD locked down for years. Not only did MS have had marketing rights to COD, but it also hosted COD eSports tournaments. Sony having marketing rights will effectively change the default COD machine to the PS4 in the competitive scene.

This either confirms Persona 5's presence at E3 or means a new RPG for PS4 is in the works. 99% sure it's Persona 5 though.
