it's not just art though.

From a graphics POV it is. If I want to get all technical I can start pointing out flaws for days with that image, especially the lack of AA and completly flat textures but that doesnt really matter. The art style shines so well it kind of doesnt matter it is on a technical level fairly unimpressive
