i didnt know ps4xb1 read off the disk, dont know about xb1 but all ps4 games are played off the HDD a game can be as big as the dev wants it to be even if it requires more than one bluray

Doesn't work that way.
The vast majority of Blu-Ray disc space is used for uncompressed audio. If you need more space, just compress it. The difference in quality is neglectable.
The second big part is high res FMVs. Solution: ingame cutscenes.
Skyrim is 6GB on PC, even with the high res texture pack it's barely above 10GB.
Just Cause 2, which has a map over 20 times the size of Skyrim, is only 5GB on PC.
I think the witcher 3 and GTA VI has a good chance to blow our minds away but I agree that most games wont really get any bigger

There are already games announced that have bigger game worlds than last gen, including one that has by far the biggest game world of all times.
You don't need a lot of disk space if you re-use your assets.

I agree, but do I care? No. GTA V's map feels for the most part dead to me, if it was smaller but those areas would have been done better, the map would have been better IMO.

Actually, content usually decreases as the size of a world increases, since you need more of it to fill the world up.
I don't think maps needs to be bigger. Assassin's creed keep getting bigger and bigger while the gameplay is still as empty as ever
