It doesn't make sense. Perfect Dark Zero came out at the beginning of the 360 lifespan and Halo 4 came out at the end. DirectX 12 games aren't scheduled to hit untill the end of 2015, which means it'll be years before developers only get started on DX12 games. How is this any different from the current progression of console graphics?

You could say that about the Xbox One without DX12. Happens with every console.

The statement seems to suggest this isn't any different from the current progression, this is just one of the things that'll help XBone along to get to the quality it's expected to see at the end of the generation.  A very reasonable statement really.
