Desperation is a strong word. It's out of necessity. Desperation would coming close to liquidating the price of the console, which they're not close to doing yet. They have to find a way to make the machine competitive. A price cut is the way to do it.

Probably.

They just know that they have an awesome product but are frustrated that not everybody can afford it. So they drop the price for the less fortunates.

Microsoft also said they can't just "flip the switch" and turn off DRM and always online.

The also said the ONE couldn't work without Kinect.

Yes it is, and they'll keep PR spin it like it's not a big deal, and to be honest, it's not, it's selling way below expectation and they had to do something about it.
