Benevolent dictatorship is a pretty good way to run a country. It's just so damned hard to find someone who wants to be a dictator and who is benevolent, so it's not a reliable long term proposition.
Frankly I don't know why you bother with a president, or at least bother with having a president with the least bit of power. Oddly you rejected monarchy way back when, but now all European monarchs basically only have ceremonial functions and certainly have no power or say in the day to day running of a country nor its economic and social direction. But the USA has, effectively, a temporary monarch who actually wields some limited amount of power, and who gets to if not set the policy direction heavily influence it. You've actually ended up being more of a monarchy than the old European monarchies. And monarchs probably don't cost that much more to maintain than a president. And being apolitical monarchs can be a unifying symbol for a country, rather than the ever divisive partisan president.
We'll be a republic some day, and I hope when that happens we avoid the stupidity of having a president. I'd much rather have the English monarch remain as the figurehead head of state than live in a republic with a president who has actual power.

It's a good use of the text, but not of the actual reality of how things work.
Congress comes up with a budget, but the actual passing of it, pretty much ALWAYS involves the president extremely heavily.
For an example in line with your particular politics. Look at Reagan.
He had 8 government shutdowns. Why? Reagan refused to sign a bill that increased taxes.
Though spending bills originate in congress. In truth it's a negotiation process between them and the President.
Meanwhile, you can look at any number of problems that Obama started/expanded, that should get liberals boiling mad.
For example, he greatly increased the drone war on terror (and civilians) by expanding drone use to countries Bush previously refused to use drones in. He also just upped drone activity all over the board. Including targeting a US citizen, without a trial.
The ACA or Obamacare may actually currently have cost people more healthcare then it's gained. As tons of people find themselves in loopholes as for some insane reason government subsidies for insurance have a price floor. Meaning you can be too poor for Obamacare.
Then there is Libya... his attempt to get us into Syria.
He signed a renewel of the patriot act and backed it. Including Fisa. Granted he didn't create fisa, but all he had to do to let it die was to not sign it. II'd think a renewel ocunts the same.
There there's the NDAA...

To fix problems, they have to acknowledge them first.
1. Firstly, stop trying to be world police, you ain't good at it. Be isolationist.
2. Also, if Congress ain't willing to work together. Let the president get some stuff done. Your government shutdown was embarrassing.
3. Cut the army and spying agencies.
4. Invest in own industry. Maybe another 'new deal'? Stop blaming China for loss of your industry, they didn't steal it. Your own companies didn't want to pay American workers a good wage! Profit was far more important to them, even they made money in America anyway.
5. Invest in new technologies so you can establish a market in them. eg. renewables, 3D printing
6. Free Healthcare and University education as a right in the constitution, so people can have better health and gain more skills, essential to diversify the economy.
7. Bring back the old tax system the US had in the 1950's (up to 92% tax) and enforce it. Fine companies which use tax havens. This will help fund stuff like free healthcare and education as well as the saving made from a having a small army and defence budget.
I could say other stuff as apart of my ideals but to put it short nothing will change unless the American people want it, if you don't like the current system. Don't put up with it.

So you want to cut the debt while at the same time lowering taxes while also sponsering (I assume) government programs to force newcomers to learn English and bring back industry, how exactly can that be managed? Point 6 is the answer to your question in point 5, or at least a part of it.
1. End obamacare, it will have a negative effect on hiring, will slow down hiring of ft workers bc they will be eligable for some upgraded medical insurance. If someone is only making $8 an hour, they probably dont desrve an expensive health plan. But their bosses will be moving them to part time if possible to avoid this.
2. Legalise marijuana, the prosecution and punishment just costs too much.

1. America can't really afford to be isolationist as it was in the past, for better or worse as a great power to protect it's interests it will get into the affairs of other countries. However America could use a policy of non-interventionism which would steer them clear of easily preventable conflicts such as Libya and Syria.

Modern industralization is always a good idea, however it is an extremely expensive process and something has to be done about preventing companies from outsourcing their workforces to cheaper labour again without harming the American people such as making a compromise that would allow companies to pay Americans barely anything.

I think the problem is the country is more or less stuck in a catch-22 situation. People want lower taxes, and the debt to decrease, to decrease the military budget but also defend America's allies, less government intervention but also less mega-corporations and lower unemployment along with that the political parties and representatives are reluctant to have a middle ground.
Just pay normal tax rates like everybody else in the developed world (and cut the goddamn tax breaks to the millionaires and billionaires) and stop threatening the global economy because of your stupid ideology. Infrastructures are collapsing in the US, middle class is poorer that it was a few decades ago, your social mobility is terrible. Plus war in Iraq was the biggest mistake ever, the best exemple about what so wrong with this country.
But no, people will go on with things like tea party and paranoia about the government and so on.
