Congress, spends the money, rights the bills, taxes and has all the power, if you don't believe me you need to read article one of the constitution.



It's a good use of the text, but not of the actual reality of how things work.

 

Congress comes up with a budget, but the actual passing of it, pretty much ALWAYS involves the president extremely heavily.

 

For an example in line with your particular politics.  Look at Reagan.

He had 8 government shutdowns.  Why?  Reagan refused to sign a bill that increased taxes.

Though spending bills originate in congress.  In truth it's a negotiation process between them and the President.

 

Meanwhile, you can look at any number of problems that Obama started/expanded, that should get liberals boiling mad.

For example, he greatly increased the drone war on terror (and civilians) by expanding drone use to countries Bush previously refused to use drones in.  He also just upped drone activity all over the board.  Including targeting a US citizen, without a trial.

 

The ACA or Obamacare may actually currently have cost people more healthcare then it's gained.  As tons of people find themselves in loopholes as for some insane reason government subsidies for insurance have a price floor.   Meaning you can be too poor for Obamacare.

Then there is Libya... his attempt to get us into Syria.

He signed a renewel of the patriot act and backed it.  Including Fisa.  Granted he didn't create fisa, but all he had to do to let it die was to not sign it.  II'd think a renewel ocunts the same.

There there's the NDAA... 

 

His heavy prosecuting of Whistle blowers.

 

If you care about civil liberties.  Obama has done a LOT of harm.
