Does Nintendo have plans to release the 2DS in Japan?

Nothing that has been revealed officially.

I don't think 2DS is happening in Japan period. People don't like cheap/budget handhelds there, they only made the 2DS for the Western market because the system isn't doing as well in the West and they were willing to make a model with a lower profit margin for the sake of the usberbase.

It hasn't worked out great here in the West either as 3DS sales are well below Nintendo's projections for the year.

I think you will get a 3DSi and 3DSi XL this year, probably in the fall, and that one will release in Japan first.

100 million, possibly.

95 million would be great for the system as sadly I think a big chunk of that audience is gone now to phones.

I don't think people are actually considering the math when saying 100 million.

The 3DS, even if it has ZERO decline for the next 3 years straight (so 13 million/year) through the end of 2017 still wouldn't have enough for 100 million. That only gets you to about 92 million, and that's being *extremely* optimistic.

And its already showing signs of decline, tremendous decline in Japan where YTD sales this year are half of last year.
