All races have an equal potential for racism. its simple a matter of white people having had a disproportionate percentage of power throughout history that allowed them to exert there power over other races.

America also has the perception of having greater levels of racism due to having greater levels of diversity. China does not appear to have high levels of racism due to them having signifigantly lower levels of diversity like many other nations.

Just look at Zimbabwe and you can see how it went from white people having power and abusing blacks to black people having power and abusing whites.
