1. Charts aren't for individual formats. For instance, Skylanders Swap Force charted in 10th, and in December it sold 370k on the Wii alone, and 200k on the 360, according to VGChartz. Add in the other five platforms, and you can expect a comfortable 600-700k for that game, across versions.
2. People buy them with different games. Not everybody is going to get 3D World with the system. Also, hardware bundling, which isn't tracked by NPD (it says on the chart itself that versions bundled with hardware aren't included). Unlike the PS4 and XBO, which only have launch lineups, the Wii U has a library that goes back more than a year. Some people will have bought it with ZombiU, or Rayman Legends, or CoD:BO2, or Wonderful 101, or Pikmin 3, etc - games that aren't likely to chart now, but which will continue to sell at lower rates. And there's enough of them that they won't be dramatically boosted the way that Knack, for instance, was on PS4.
3. The system comes with games bundled, at least with the more popular SKUs, they don't actually need to buy other games immediately.
