I'm not entirely sure what you mean.  People from any country does "stupid things."  The article this thread is about has also been proven to be false.  Even if it were real, I don't think it makes sense to say that it should happen anywhere.  The people responsible for "stupid things" wont change either way.  If you're talking about punishment, then you're talking about punishing hundreds of millions of people because of a relative select few.
