They neither state the exact level the acceptance of those substances will be raised to (instead linking to the main page of the EPA), nor which substances are actually affected by this. The chart also is completely useless, as it doesn't contain a legend of any sort, besides "Wave Height (cm)". Crappy article.

I figured this would atleast have something to do with the mysterious steam people are reporting thats rising from reactor 3. ( I havent seen any legit news sources talk about it yet, so for now its in the rumor/conspiracy bin)
