IF i remember correctly i remember they said they are working on a new ip for their new FY. however, i cant find it anywhere so take that with a huge grain of salt.

Edit: here i found the link. turns out its 2K games, so it could be from Rockstar or it couldnt. but here is what they say

Max Payne with an open world setting.. Combine the LA noire detective cases with the open world of GTAV and the action from max payne.. Make me find a crime scene, then arrest someone, make him talk when interigating him for the location of his buddies then drive to a grave yard with any car I like and make me crash into a group of bad guys while jumping out in slowmotion and take out them out with dual pistols..
