Uhm, nintendo fanboy? You sound like there is really nothing that can be done. Sure the vita can't match the sales of the 3ds but it can manage to have good sales as well. Easy for you to say, how about the 7 million that invested on the system? That will just hurt the brand if sony does that.

First, I hope you know that calling someone else a fanboy is a bannable offense per this site rules. I won't report you because I believe is an stupid rule but just to let you know.
Second, I think there are ways to compensate current vita owners. I would assume that atleast 80%+ of vita owners intend to buy a ps4 at some point, Sony could give a few ps4 games to people that register a vita or something like that.
Besides, we just have to accept that some things just don't have very long lifespans. Remember that this is new territory for sony, never before a gaming platform from them has sold even closely as bad as the vita is doing. They aren't used to carry a platform based solely on the strength of first party games like Nintendo has done in the past. Also, Sony has been in big financial problems for years so is in their best interest to cut losses as much as they can.
But if you want strategies, here is one for you. The ps4 is selling pretty well despite not having a single must have game and 3rd party developers will support the platform for years to come. That means that sony could put a lot of their 1srt party studios to develop exclusively for the vita for a year or two if they truly want to help their portable device (which I don't think they want anyway). The ps4 doesn't needs sony 1st party strength at the moment but the vita does. Will they care enough about their vita fans? One can only hope (contrary to what you may think I would like to see all platforms succeed)
