007 was legitimate. It was the first major competitive multiplayer shooter on consoles. Halo was the first PC style shooter, which essentially played the same. Goldeneye was the COD on consoles before Halo or COD. It was a quick run n gun with a perk gun  (aka golden gun) duel wielding before Halo and more.

Goldeneye didn't need to be like Halo. In terms of popularity and style Goldeneye is closest to COD and had Halo-like popularity while exclusive to Nintendo. He was talking about a legitimate shooter on consoles. If you know your history there were plenty of legitimate shooters on consoles before Halo ever dropped. There were plenty of cooridor shooters on PC before Goldeneye hits console so its not like Rare had nothing to go off of. Quake 2 on the 64 and PSX had arena style multiplayer PC style shooting as well. Of course the N64 was the best console to play the game on though. Also, Unreal Tournament and Timesplitters (from the makers of Goldeneye) was on the PS2 before Halo even came to the Xbox. People love to forget Doom64 and Duke Nukem 64 as well.

Halo Revolutionized the FPS on consoles after Goldeneye popularized FPS on consoles. Halo blended open world/arena-style/LAN party sci-fi shooting combined with vehicular combat. That on consoles was a revolution and evolved console gaming.

Halo 2 didn't really popularize online gaming on consoles, Project Gotham did. Halo 3 did for shooters on consoles. Its still the highest selling Halo of all time. Once COD:MW came out it put Halo in its place.
