Goldeneye was the first legitimate shooter on consoles. Halo was a special game and Steve Jobs knew it. There was nothing as promising in 1999.

And no, 007 was not as legitimate a FPS as Halo was.

007 was legitimate. It was the first major competitive multiplayer shooter on consoles. Halo was the first PC style shooter, which essentially played the same. Goldeneye was the COD on consoles before Halo or COD. It was a quick run n gun with a perk gun (aka golden gun) duel wielding before Halo and more.
