Depends, currently the Software is on the 3ds side, but don't discount for a second that the Vita isn't the better hardware all around. It's just an amazing machine.

get an NVIDIA Shield, then you can download the emulators for PSP, NDS, and everything that came before. not to mention triple A titles from google play with online capabilities and the like.
