Sorry but in terms of Social Media and experience of the last few weeks on the internet it is at least a failure rate of 200% and it won't matter what Microsoft is saying.
Look at Amazon and those trustworthy people there that are all verified!Those are the over 1 Million people who purchased a PS4 and all of them broke down as far as the internet is telling us.
So at least 200% of all Ones are dead - Yes if the One is dying Kinect is activating a mode called "Siri v2" and starts saying to itself "Xbox AWAKE" but the mode is still faulty so it dies again.
Trust me - I read that on the internet.

Any eletronic device with less than 5% failure rate is fine... so less than 5% is fine for both consoles.

I'm sure it is less than 5%... and it is fine... can be 0.1% or 4.9%... the same result... BTW one guy coplaining is less than 5%.

I'm not sure why anyone is surprised by this. New consoles always have problems with them, you have to expect that. But the failure rate is so low it's barely worth mentioning most of the time (RROD was an exception, and depending on how serious it gets, the PS4 Blue Light thing).
