Maybe not the best, but definitely one of the best.

I think without question, Final Fantasy 6, Final Fantasy 7, Final Fantasy Tactics, Wild ARMs 3, and Tactics Ogre Let Us Cling Together have quality of each track that matches the quantity of tracks provided. Where there are a lot of games that can match or exceed some of these tracks in quality, they really can't compare to the amount of quality music these games provide.

Final Fantasy 6 has the best soundtrack in the entire series by far. It was one of the game's core strengths. I could give examples but there might be dozens.

Those are just some of the ones I like. Also helps that they were accompanied by some great scenes/moments.

Good OST, but I'd go with Chrono Trigger, Chrono Cross, Panzer Dragoon, Sega Rally, F-Zero X, Outrun, Lords of Thunder, King of Fighters '96, The Last Blade II or Guilty Gear XX before it.

I think that spot is for the YS series. It has some of the best OST in gaming history in my opinion.

Ace Attorney series have better beats IMO. I like SMG2 music better too. FF14 music is also better. I can think of a lot of video game music better than FF7 ones actually, even FF13 is better despite the game not being as good.

Final Fantasy VII is great, but I'm not sure it's even the best Final Fantasy soundtrack. Might give that honor to FFVI.

I think I might give the overall prize to Ocarina of Time or Symphony of the Night.
