Yes, on the GBA (it was called Super Mario Advance 4: SMB3 though)

Yes it was. You just needed to press the A button in the Start square of the first world

I need to find some money from somewhere, I need this game as well as another controller pro, I've even considered trading in Pikmin 3 :/ what to do!

You could play it as a mini game in 2P mode.  If you clicked A while the other player was playing against you in multiplayer, you could challenge them to a round of Mario Bros.  If you won (either they die or you get more coins than them) you stole their turn.
