?? Yes it does....It is still new technology, many desv are not familiar with (APU) and is custom designed for consoles, not too mention new dev kits... Sorry, you clearly don't know much about game design. Also there are reports for both consoels drivers need a lot of work. 360 was pretty close to standard design but it still got better as devs got more familiar with the system.

Thats not what you said. Games at launch wont look near as good as they will in 1-2 years, devs are still learning how to get more out of the systems architecture. It is not identical to PC X86, these are still custom boxes with custom designs, OS's, drivers.
How good a game looks technically is all up to its budget.
Its damn well near close enough to PC structures, Im sure the architecture affords them some shortcuts however, it'll show you the creative and skilled programmers from the rest of the rabble yes.
The differences however wont be as jarring as looking at Perfect Dark and then looking at Splinter Cell.

sadly the game won't run 1080.The guy knows for sure the resolution of this game but his pr talk does not allow him to confirm 2 negative statements(no 60fps,no full hd) at once.But the game will still look 5x better than gta5

Yeah, just like those Lord of the Rings movies... which are now screening at 60fps. Because modern cinema shouldn't be constrained by the technological and economic limitations of the film industry one hundred years ago. Nor should video games be constrained by the conventions of a century of history in a completely different medium.

Right, 60fps is only important in FPS games, racing games, and fighting games. It's also pretty nice to have in action games and platformers.
I guess what we're saying here, is that there's no need to have 60fps in strategy games. Wait, it was pretty nice in Fire Emblem Awakening, too... made the combat flow and the UI feel very responsive...

Lol, what? I hope people didn't expect the game to run in 60 FPS or anything. If it runs in 1080p30fps on PS4/X1, than it's OK I guess, since it'll also have revamped graphical effects over current gen that likely takes quite a bit of power to use. But if it's 720p30 on both....then that's laughable.

First, locked 30fps is really smooth. Sure, 60fps is smoother, but the constant whining about 60fps is completely unfounded. Most games on PS3/360 didn't even have a locked 30fps. GTA IV was below 24fps most of the time. A good looking game, especially in 1080p, running at 30fps locked is nothing to sneeze at.
Second, Watch Dogs is a graphically complex game. When lots of things are happening on screen, it's much easier to maintain a stable framerate when it's locked at 30 instead of 60. And stable framerates are much more important than high framerates.
Third, 30fps gives the devlopers much more space to enhance the graphics. Think post-processing effects, more objects on screen or more complex geometry.
And last, play Call of Duty (60fps) and compare it to, say, Battlefield or Killzone (30fps). What is the main difference? Game speed. Call of Duty, like many other games at 60fps, has more of an arcade feel to it. 60fps is buttersmooth, but 30fps is much closer to how you perceice movies, TV, etc. So in a way, 30fps often has a more cinematic feel, whereas 60fps more has an arcade-like feel.
More than enough reason for developers to aim for a stable 30fps. 60fps would only be necessary in games like Mario Kart, Street Fighter, Forza: arcade-like games or games where reaction speed is essential.
I personally find 60FPS in any game a lot more enjoyable and relaxing. I find GTAV's framerate pretty unenjoyable, despite it being a great game.
The one thing I hope is that they quit allowing games to drop below 30FPS. 30FPS isn't bad for minimum, if it actually doesn't dip, but a lot of games dip. And like others have said 60FPS isn't vital for most non-twitch reflex style games.
However, I was expecting this. When the choice is more eyecandy at 30FPS or less eyecandy but 60 FPS. It's a lot easier to promote the sexier 30 FPS game, than a 60 FPS that will get little attention outside internet forums.
