i now believe wiiu is more powerful then current gen, after hearing some recent developer quotes that go into detail, wiiu is basically a 360+ but with the power differnce being so close who is gonna really take advantage of it, and make a game that really looks better then current gen.
Yes it can DUH, but the cpu on wii-u being weak would off set any extra ram it has, GTA is massively CPU bound. GTA 4 killed PC cpu's when it first came out.
The wii-u is only about on par as current gen with more memory, better gpu but a weak CPU whcih bottlenecks the system.
Can it? Obviously yes.
Would it if ported? Probably not very well given the game engine design and resources allocated to the PS3/X360 that would not be carried over to a Wii U port.

It wasn't the lack of power in the PC CPU that caused problems, it was the shoddy programming.

here is a quote from a developer working on wiiu that really goes into detail about the wiiu hardware
Overall the hardware itself is slightly faster than the other current-gen consoles. One very nice advantage the console has is the additional usable memory you have. Having that extra memory made development much easier compared to other current-gen platforms.
