Just like the Killzone they stated they will attempt to reach that mark.
Clearner in that watching your links and the ones from forza, the thing that comes out very clear is jittery, screen tear and low quality of the shadows in Driveclub.
Side Note, Testing and doing is always a big difference if something will be done. Also cutting back on the graphical resolution is always an option which has been done for Sony games using 3D.
