depends on how you look at it

ps4 + a game =cheaper then x1 with free game game but chances are people are going to want more then one game so

ps4 + 2 games= more expensive then x1 with free game plus a second game

but it will make the x1 look better to fifa buyers since one they get the game for free plus the x1s exclusive content in the game
