Maybe if Nintendo and Sony pulled out of that market, but we know that isn't going to happen so no.
Windows Phone 8, Windows Surface, and to a slightly lesser extent, Android and even iOS devices are already doing the functions for them. Handheld gaming is being overrun by cell phones that now match or even surpass them in power each year and the only difference is buttons, but you can buy several devices for your phone or tablet to have buttons.
Handheld gaming is on the way out in every place but Japan, and Japan is the one market where xbox has almost no demand.
I really think the handheld is a volatile market right now. It would not be a wise decision to enter right now in my opinion. Focus on the console or other ventures.

Yeah, just like how nintendo pulled out of the console market. Well according to your logic they have, because the vita generally sells better than the wiiu.
