My guess for the late announcement is that since Treyarch is doing the port they didn't know until now if they could make it in time so instead of doing it the ubisoft way they chose to keep quite until they knew how well the port is progressing.

Ongoing bet with think-man: He wins if MH4 releases in any shape or form on PSV in 2013, I win if it doesn't.

Will be interesting to see how it performs versus Black Ops II on Wii U; it's releasing on time this year, and to a larger install base, but with more competition.
