This was probably one of their surprises. I expect they'll have some exclusive game announcements (I think they may have already confirmed this, but I'm not 100% sure), and they'll probably talk about the new XBL Rewards system coming out in September, if they haven't talked about that before the convention.

My guess is that you'll need to purchase Microsoft Visual Studio 2013, rather than one of their free development products. More than likely, they'll include it within the Microsoft Visual Studio 2013 Ultimate Edition.
