Wasn't an actual Persona game. Just a 2D fighter spin off. Spinoffs usually sell much less...

even if it is just a spin-off, there are so many other examples of japanese games selling poorly on the xbox 360.
there are a few exceptions, but for the most part, japanese games don't sell very well on xbox. if the devs think they're going to make a loss on a platform, they probably won't make it.
same goes for microsoft.

While that may have been true last gen when the consoles were different I don't think that really holds up anymore. Now they are all so close to PC, with PC getting a decent share of Japanese support as well, releasing on Xbox as well as PS is easier than ever.

well, in that sense, if the devs see benefits of releasing on the xbox one, I'm sure they'll do it. however, the costs of porting are still there and present.
and if they see losses dominating over potential sales, they won't. And the xbox one selling poorly in japan doesn't help either. smaller devs or jp games with smaller potential for sales will hesitate more to develop for the xbox one. They'll see ps4, how well it's sold in japan, and go there first.
