If a few month old GAF rumors are true I could see why Microsoft doesn't have this coming to the Xbox One. It is because they have a deal in place for League of Legends.

No. The game is really good... most people complain about some things that makes the game bad like the Auction Houses, no local MP and always online but the console version don't have it.
You can ask that for anybody... the game is one of the best launched last year.
This game suffers the same problem than SimCity on PC... not the lack of quality.

That's ironic because that little things that makes you didn't like Diablo III don't exists in console version...
All the online required features (like SimCity) makes you fell like the game is bad but it is not.

Publishers usually aquire the dev kits or provide the financing for them for smaller studios. With bigger studios it depends, but often the cost is negotiated or they could also have a publisher fiance or provide them.

like generic level design and shallow character customization tree?
the always online thing never bothered me , since i got the game after they patched it to enable auction house and other things.
The game sucks. It's no loss for any console. What a dissapointment after D2.
The best game ever made with a Diablo engine was Throne of Darkness, based on D2 engine. PC-only, sorry, consoles, teh Master Race wins again! 
Yeah D3 is my biggest disappointment the last couple of years right after FFXIII and ME3
If it isn't turnbased it isn't worth playing
