If the government is offering 25 mil to you then there must be a reason why.   He/She may seem innocent, but they obviously had to do something wrong.  Thus 25 mil will be going in my bank account.

I think according to utilitarian ethics it could be justified if that money would be used to help enough people to offset the loss of one innocent person's life.

But according to my ethics it would still be wrong.
