No, those same game could be brought to PS360. Could they look as polished is a different question.
Like games on PC and consoles. The PC version can always look and perform better, but that doesn't mean they haven't been able to bring those games to consoles.

Perhaps. Multiple CoD games designed for PS360 specs were ported to the Wii. They look and run crappy, but still very similar.
However, the disparity in specs between PS360 and Wii are much bigger than PS360 and Wii U.

That's obviously not what the thread title is asking. The answer is so obvious it doesn't need to be asked if downgrades are allowed, in that case you could run anything on almost anything. PS2 could run The Last of Us if you cut it down enough.
The question is clearly asking whether these games, in their current state, could run on PS3/360. The answer is no for Bayonetta 2 and X, but probably yes for Mario Kart, unless Kart fills up more than 512MB of RAM.
At the end of the day, 1GB of RAM for games is a lot more than <500MB, and the Wii U GPU is several GPU generations ahead of the ones in the PS3 and 360. And we've barely seen the tip of the iceberg in terms of what the Wii U can do, it's still in its infancy.
