Apparently only the systems are selling. Probably piracy like Snow Prince mentioned.
Then again if the HW is undertracked so are the games?
i wouldnt be surprised at all if the software is undertracked. basically, why would EA and konami keep releasing Fifa and PES if they didnt sell on the PSP?

It might be piracy, but I haven't seen any torrents for psp games in ages. It might just be people buying random old psp games, buying digital copies or even more likely, buying used games. There are tons of really cheap UMDs in second hand stores (at least in Edinburgh).
The PSP was re-released in Europe in 2012 with a new model, complete with 1 speaker and no wireless capability, but it's cheap, hence it sells.
The Vita is too expensive to bother with at the moment, and a lot of the people who are interested in a 3DS already own one.
Piracy is arguably easier to do on a PSP than a DS, and it's definitely cheaper, so I imagine there is a pretty high piracy rate.
It's selling because it's cheap. It's the cheapest video game console on the market ATM. And as others have pointed out it has an awesome back catalog.
