You didn't even understand the OP, this means that even if you have the means and money to import an X1 to an unsupported country it will not work because Live will detect the IP coming from that country and will refuse to let you connect and if you can't connect you can't aunthenticate your games or do the 24 hour check so it won't work.

Stop thinking American, start thinking European. The EU is pumping big, big millions to promote international mobility. My neighbour is German, I have many Spanish and Italian friends here. Heck, I've spent the majority of last month in Ireland, go for a 2 month scholarship to Germany in 3 weeks, I'm applying for a 6 month internship in Belgium and actually plan to move to yet a different country in some 3 years. For the current generation of Europeans a border means pretty much nothing, so a console that's not going to work in half European countries is a no-no.
